An expired card does not automatically end permanent residence. To maintain PR status, you generally need at least 730 qualifying days in the most recent five-year period. They need not be consecutive, and time abroad counts only in specified circumstances. Even if the residency obligation is not met, PR status continues until an official decision is made. Permanent residents can live, work and study in Canada, but cannot vote as Canadian citizens do. IRCC’s explanation of PR status distinguishes these rights and restrictions. For someone who has held PR for less than five years, the test is whether they can meet 730 days within the first five years after obtaining PR, as explained in the PR card application guide.

Citizenship has separate requirements. For a typical adult applicant, the physical-presence threshold is 1,095 days in the five years before applying. Eligible days in Canada as a temporary resident or protected person before becoming a PR count as half-days, up to a 365-day credit. Status, applicable tax-filing and language requirements, and other citizenship conditions also matter; reaching the day count alone is insufficient. Use IRCC’s adult citizenship eligibility tool to check your circumstances.

Let’s Canada AI illustration: fictional people organizing papers, not government documents, real applicants or proof of approval.

Start comparing immigration pathways by checking which program’s conditions you can meet, then whether an invitation is required. Express Entry manages CEC, FSW and FST applications. Candidates are ranked using CRS, but entering the pool is neither an invitation to apply nor PR approval. Under the CRS rules, job-offer bonus points were removed on March 25, 2025; an offer can still be relevant to program eligibility. Equivalent part-time experience counts, such as 15 hours weekly for 24 months. Self-employment and work while a full-time student generally do not count; a specific public-policy exception covers certain physicians. Language requirements apply, but there is no minimum education requirement. Official CEC requirements

Federal Skilled Worker Program (FSW)

At least one continuous year of paid skilled work within the last ten years: 1,560 hours, full-time or equivalent part-time, in Canada or abroad. This is a different score from CRS. Settlement funds are normally required, with an exemption for people authorized to work in Canada who also have a qualifying job offer. Official FSW requirements

Federal Skilled Trades Program (FST)

At least two years of qualifying skilled-trades experience, full-time or equivalent part-time, within the last five years. Language, funds and other requirements also apply; this is not a pathway for every skilled occupation. Official FST requirements

A working holiday or post-graduation job therefore does not automatically lead to PR. Check the actual duties, work authorization, qualifying period and language results. TEER 4 or 5 experience is not qualifying CEC work; determine the occupation from the duties rather than broad labels such as restaurant or farm work. A job offer, LMIA, work permit and permanent residence are separate steps. Our explanation of LMIAs and work permits helps distinguish them.

Provincial nomination (PNP) begins with eligibility for a particular provincial or territorial stream. Selection may depend on occupation, employer, local work or study, while each program sets its intake, allocation and invitation arrangements. One province’s rules do not apply nationwide. IRCC’s provincial links and eligibility guidance provide official starting points; Quebec and Nunavut have no PNP. An Express Entry-linked stream also requires eligibility for one of the three federal programs. Once an electronic nomination is confirmed and accepted, it can provide 600 additional CRS points, but the nomination and invitation process does not guarantee an invitation in the next round or final approval. A non-Express Entry stream uses its separate federal application process, including proof of nomination; a base PNP application does not automatically produce EE points.

For Quebec skilled immigration, provincial selection and federal permanent residence are separate. The current Skilled Worker Selection Program (PSTQ) starts with an expression of interest followed by an invitation. Its four streams cover highly qualified and specialized skills, intermediate and manual skills, regulated professions, and exceptional talent. Their applicable occupation, education, language and experience conditions differ. After obtaining a CSQ, applicants must still apply to the federal government for PR. Provincial selection does not itself grant permanent resident status. PSTQ and PEQ are different programs; speaking French or having studied in Quebec does not establish full eligibility or make selection assured or easier.

PEQ, the Programme de l’expérience québécoise, is a separate program. The temporary reopening announcement specifies July 2, 2026 to July 2, 2028, with the current intake running from July 2 to October 31, 2026. Intake eligibility has a retrospective cutoff: by November 19, 2025, the graduate stream requires a qualifying Quebec bachelor’s, master’s or doctorate, technical college diploma, or vocational diploma, alone or followed by a vocational specialization certificate, totalling at least 1,800 hours for the vocational option. Temporary foreign workers must have accumulated at least two years of Quebec TEER 0–3 experience by that same date. Applicants must also meet the full general and stream-specific selection requirements. Becoming eligible only now does not establish eligibility for this intake.

Family sponsorship depends on the sponsor and the family relationship, rather than an economic immigration work-experience table. Under IRCC’s relationship requirements, spouses must be legally married, and both spouses and partners must be at least 18. A common-law partnership normally requires at least 12 consecutive months of cohabitation. A conjugal partner lives outside Canada, has been in a mutually interdependent relationship for at least a year, and faces legal, immigration or other barriers to marriage or cohabitation; the term is not another name for common-law partner. Dependent children are usually under 22 without a spouse or common-law partner. Those aged 22 or older must be unable to support themselves because of a mental or physical condition and have depended financially on their parents since before 22. If a parent is a Canadian citizen, first check whether the child is already a citizen, rather than assuming FSW is the appropriate route.

Sponsor eligibility generally includes being at least 18, having a qualifying status such as citizenship or PR, meeting residence conditions and making a financial undertaking. A PR living abroad cannot sponsor; a Canadian citizen abroad must demonstrate plans to live in Canada when the family member becomes a PR. Most spouse, partner and dependent-child sponsorships have no fixed minimum income threshold, but financial obligations and specific exceptions remain. A PR application does not automatically authorize a partner to work; work-permit eligibility is separate, as explained in our updated spousal and common-law sponsorship guide. The Parents and Grandparents Program was paused at this review date: no new interest forms or invitations, while existing applications continue to be processed. It should not be described as a guaranteed annual intake.

AIP covers New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador. The province, rather than IRCC, designates employers. A qualifying offer must be full-time, at least 30 hours a week, and non-seasonal. TEER 0–3 offers must continue for at least one year after PR is obtained; TEER 4 offers must have no set end date. The offer must also meet the program’s work-experience matching rules. Applicants need qualifying experience or an eligible graduate exemption, education, language ability, funds and a settlement plan. The PR application documents include provincial endorsement. A settlement plan is not simply an advance accommodation booking, and a job offer does not waive the other conditions.

The Rural Community Immigration Pilot (RCIP) also has defined boundaries. Participating communities designate employers and check whether jobs fall within local priority sectors or occupations; a community recommendation is required before applying for PR. Job-offer conditions include work within the community, at least 30 paid hours weekly, year-round employment and no set end date. Work-experience matching, language, education, funds and other conditions also apply, with an experience exemption for some local graduates. This is not a nationwide route open to every small-town employer, and a recommendation is not PR approval.

Fees depend on the immigration category. Under the fees effective April 30, 2026, the principal applicant’s processing fee for federal high-skilled, PNP, Quebec skilled worker, AIP and relevant economic pilot applications is CAD 990. Adding the CAD 600 right of permanent residence fee (RPRF) brings the total to CAD 1,590. The accompanying spouse or common-law partner pays the same amounts; an accompanying dependent child’s processing fee is CAD 270. The full fee list separately confirms the RPRF exemption for dependent children. Family sponsorship and business immigration use different fee structures. Biometrics, medical examinations, language tests, credential assessments or provincial fees may be additional; this is not an all-inclusive cost.

There is no universally fastest or cheapest pathway. Check eligibility and whether applications are being accepted, then consider uncertainty around invitations and processing, together with actual settlement costs. For example, Alberta’s tax overview explicitly includes provincial personal income tax; saying Alberta has no provincial taxes is incorrect. A province should fit your occupational eligibility, settlement intentions and family plans. Unsupported claims about low scores, cheap living or guaranteed timelines cannot determine an individual immigration strategy.

Compare
