What does calling Toronto a technology hub tell someone getting to know the city? This retrospective uses three different measures from reports about 2025 to examine that label. Reviewed again in 2026, it keeps the historical dates explicit rather than treating an earlier ranking as a present hiring promise.
CBRE’s Scoring Tech Talent 2025 ranked Toronto third among 50 US and Canadian markets using 13 indicators. That composite score is neither an applicant success rate nor a worldwide city ranking.
Vector and Deloitte’s Ontario AI Snapshot recorded 70 AI companies established across Ontario from April 2024 through March 2025. Those are province-wide businesses, not 70 Toronto firms or a count of vacancies.
The city’s revised 2025 Toronto Employment Survey placed 50.1% of city jobs in its Office category. This land-use classification is not a count of software engineers or technology-company employees.
The useful comparison is between the questions being answered: a market’s position in a scoring system, new business activity across a province, and the city’s distribution of work. These measures provide context; they cannot establish your salary, interview prospects or whether a particular employer is hiring today. Turning any one of them into “tech jobs are easy to get in Toronto” would go beyond the evidence.
